2 pr fuze plug

I recently acquired this unusual 2pr fuze plug.

It is numbered and has a removable bottom plate, although there is nothing inside. It came with a WW1 projectile so I am assuming it is WW1 but why not just solid or hollow? Has anyone else got one or have any ideas?
