20mm ID maybe practice

Hello,
I'm looking for informations on this one.
Shell : 81mm (66mm without plug). No tracer. Massive driving band. Came with a WW2 french case HS404 (not sure it's the correct case).
Looks like a practice shell (inert massive plug).
