This one looks to me as it could be an airburst simulator,top part is made of rubber,which has burst,allways turn up with the small alloy 'tube' which may be a type of "inflater"?

That's a discharged Grenade for most NATO vehicles. It's gone out of service now replaced by a German made launcher. I've never actually seen a Practice A/Riot but the construction is identical to the Smoke Grenade Discharger L8 (this was an RP smoke) used in Canadian AFV's. It was electrically fired and you'll notice the connector at the bottom of the metal drum.

Functioning: electric current is applied to a squib in the base of the discharger which ignites a BP ejection charge. The entire container is launched from the vehicle and after a set delay the rubber section bursts open spewing agent/RP smoke.

I remeber being beside an AVGP in Bosnia when one of these went off "accidentally" beside us. It wasn't much fun trying to get out of the smoke cloud and burning RP.
