For Germany I can say that this item is nothing that I have seen around here nor does it fit any design, markings or appearance that can be associated with Germany.
The oerlikon made loud crack similar to a pistol and the burn time was very short at about 1second, so I would think they are for downed pilots in enemy territory rescue.
