hmmm

looks like a part from a ww1 time fuze to me,and isnt complete.
Is it missing its 'gaine' i'm not sure.

Ive had a scout on the interenet with no luck.

Ive included an image fro passion compassion.com of a British n0 80 timed fuze and you can see they share simular features.

Hope this helps alittle, maybe someone can shed light on this further.
