KZ11 fuse

Hi everybody

I have a question regarding the functioning of the german KZ11.

In order to detonate the detonator of the fuse after the schrapnell ejection there are two channels leading fire from the fusing system to the detonator whatever is the position of the tap.
First path is going from chamber 13, passes by delay 23, the powder grain 26 and the duct 27.
Second path from the powder grain 14, follows the channel 28 and the duct 29 which communicates by the opening 30 with the duct 27.

My question is: As the first path is slower (delay) , it is always bypassed by the second one and so, first path seems useless. What is your opinion about that.
Perhaps I missunderstand something.

I hope my explanations are clear
