I managed to win this item from a local auction recently, I took a punt on it being some sort of loading tray/ ammunition clip??? Can anyone identify it & its use please?

I can see a eagle mark right of 1939 stamp and another German eagle in the other section so must be German. Looks like a short dumpy round was used looking at the clip sizes large at back small at the projectile end.
