Its for training-imitation purposes. Used together with grenades УРГ and УРГ-Н. Striker for imitation grenade fuze is longer than live grenade fuze striker.
 
Longer striker is also used in the UZRGSL which is for the older version of RGSL-85 czech irritation grenade.
