It's a german trench mortar fuze (WWI) for 17 and 25 cm.

used on the 25cm heavy Minenewerfer
17 cm medium Minenwererfer
18cm smooth bore minenwerfer

By the way, the maker (Rh. M. F.) is the firm "Rheinisches Metallwaren Maschinen Fabrik".
