ODD L60 Bofors Case primer?

IMG_0354[1].jpgGot this case at Ciney with an L70 APT projectile soldered in!
Have managed to remove the projectile but the head has me confused - is this a drill case or unfinished?
Headstamp is:
3-1944 A L LOT 645 40MM MK.2 Anchor symbol. & what looks like an M over a W in a circle?
US Navy?
Anyone help? Have looked inside now proj out & appears to be a solid brass plug. All very well done - not an amature bodge job!

Perhaps this was someone's idea of satisfying a law in a country (such as I believe Germany) that says ordnance in collections must be made unusable?
 
I'm sure I remember reading something once about large calibre projectiles in Germany need to have their driving bands split to be legal for collectors. I assumed cases also had to be modified.
