Paint for an illuminating round

I am going to shortly strip this shell and was wondering about two things.

1) what is the best paint match?
2) how do folks reproduce the star?

Help or advice appreciated.

For the best paint match, you need to find a flat blue that matches the color of the projectile. One way to produce the star, is to lay a piece of thin clear plastic over the star, and cut the plastic into the shape of the star. Then paint the area of the projectile white, where the star would be. Glue the star in the white area of the projectile. Then paint the projectile the blue color, and then remove the plastic covering the star shaped white area.

The blue color is approximately the same shade as the standard practice color of blue used for some inert and practice ammunition.

I have used spray mask vinyl cut on a sign writing machine for complicated stencils.
This is a low tac plastic.
