HS) S.F.M.4.13 T.C (flaming bomb) r (in circle)

It is French

SFM is a French maker, the TC marking likely means Tube Cannon which is a subcaliber barrel inserted into a larger gun for practice firing. I'm not familiar with this caliber. But is it similiar to a 1 inch aiming cartridge ? I believe SFM made those, perhaps this is one.

This is a common case for Tube Canon de 20 mm Mle 1893-1895 used only by French Navy, it fired a lead bullet,
used from 1893 to around 1960 by navy.

French Army Artillery don't used Tube Canon for training (just a test with a 20 mm around 1900, with a little different case, but very few made and quickly canceled)
