I saw that video earlier in the year. The man was clearly not in control of the pistol, nor himself.

Chaos reigns.
 
Persons like that are the reason for more and more fire arm restrictions, which will damage law abiding citizens with a gun.
 
It looks like the guy has never fired the gun before. Probably a bit load in the car too!
