Very short Signal Cartridge

Greetings
Here is what i assume is some sort of signal device (?)
It is pictured here with a selection of 1 inch flare cartridges.
The short one on the left

There is no headstamp.

Had never heard of such a thing.
Off to mrs google for more info...
 
I forgot to say that I have these line-thrower pistols in three different British calibres.
They are based on the common flare/signal pistols with barrel extensions and usually a handle on top or underneath the barrel.
All use the same igniter 1" paper with brass base, all brass or later all aluminium cases to ignite the rocket compound to launch the rope? to boats etc.
