It's a french made Schneider EC10 Shrapnel fuze. These were made for Export but I am not sure for which countries. Belgium is may be one of them.
 
well i have a job in an belgium museum and this fuze was on a germa ww 1 german 7,7 cm illuninating round which is wrong i think hey thanks alpini
