normally, with these type of lighters, you can pull out the lighter-cylinder from the cartridge base. The cylinder is mostly completely open and the cottonwool for the fuel is visible.

I bought it at NJ Military Vehicle Association Swap http://www.bocn.co.uk/vbforum/thread...wap-Augusta-NJ thinking it was a toy gun round. The seller said it came from Germany. Certainly has a look of German exports from late 1940's. I still can't figure out where the fuel goes in this contraption.
