I know very little about small arms ammo, but assume this is a 50 cal case (12.7 x 99mm). My question: is the 'bullet' anything special at 73mm long, as it seems old and a lot of trouble to go to to put a head in what is a common case. Thoughts much appreciated.

A half finished bullet jacket? not filled with core ans rolled closed at the base?

Than I suppose it's a dummy head made by a person with a lathe to complete a shellcase with a fake head. When I was a child , I had this KwK 40 shellcase. A collegue of my father machined a wooden projectile for mr as in those days projectiles were still not obtainable for me. I suppose this is something similar.
