Hi can someone tell me what this Soviet Drill round is I can't find any information on it 23 x 152 b

It looks like a Drill round with an empty OFZ (HEI-SD) projectile for ZU-23 AA guns. Dummy fuze plug. Steel case. Russian.
 
It is an "uchebno-trenirovochnij patron" - drill round for the ZU/ZSU-23 as Ron wrote.
On the attached picture is an older variant.

Nice Ron I found information on that one I'm buying sorry wrong picture its this light steel one its the one on the right

The training cartridge consists of a sleeve 3, a husked shell 2, a ballistic sleeve 1 (or a frosted fuse, or a fuse body without internal parts). The shell of the projectile is inserted into the sleeve and rigidly fixed in it with a metal rod 4 (screw), screwed into the bottom of the projectile through the capsule point of the sleeve, which is predrilled. The lower part of the thrust is made of a larger diameter to rest in the bottom of the capsule socket socket. At the end of the thrust made deepening under the striker drummer. The dimensions of the thrust are set to compensate for the mass of the powder charge and equipment.
