French Smoke Float ?

I found this photograph of a Latecoere 298 seaplane, taken in 1939: under the wing, at the position of the bomb rack for a flare, there is this bomb which definitively is not a flare (the French used by then the Bombe eclairante model 1933 and 1930 or even the old Michelin VM3). So what is this? a Smoke float? Someone has an idea?
