British 2pr No 1 MkII Case With Electric Primer

Standard 2Pr AA Gun case dated 1944 but with a No13 MkII electric primer dated 1939. I'm 99.9% certain that the primer has never been removed from the case, so why electric not the usual No27 percussion? Any thoughts appreciated. Thank you.

Also, was the S Gun electrically fired? I can't find that info on the Internet. Most of the data is the same info just worded differently. Anyone got an S Gun manual?!
 
Possibly a propelling cartridge for a depth-charge thrower? Having said that, the 2-Pdr cases I have seen that were used for that purpose have had "DCT" stamped on the base, and have had slots cut in the mouth.
