Igniter (Pistol) for a pyrotechnic signal

Hallo,
in the attached fotos you see a female threaded, percussion igniter of 10,2mm inside dia. As you can see its a centerfire model. The bent metal plate has a keyhole shaped cut-out in its centerline. The upwards bent portion has a small hole for a release wire or rope. Because of its construction I assume that this is no handheld item, but is attached to a pyrotechnic signal that has a 10,2mm male-threaded percussion cap holder. I do not know of any item with a 10,2mm, male threaded percussion-cap-holder. I also have no idea what use the red plastic part has. It somehow looks british to me, but I may be wrong. Does anybody here have an idea what type of use and for which pyrotechnic item it is ment for ?
