ARMDC round for the Saladin armored car and Scorpion light tank. Very hard round to find in the US.

I would expect an inert filler for weight as black with a red band usually means a Practice tracer but the stencil says Inert Instruct .
So it is inert for instruction purposes with a correct fuze which must also have removed/inert internals?
I have a few different variations including a yellow painted projectile which had a case filled with wheat grains which is an odd colour.
