Gallery Cartridges?

Can somebody please ID these two cartridges? Both are brass the one on the left looks like a 7.62 NATO with length of 66.7mm and diameter of front section 6.5mm, the other one is 70.4mm long, with head diameter of 13.5mm. rim diameter of 16mm and diameter of front section 7.7mm, Headstamps as per the third image. Both are thicker than normal brass construction.

The first cartridge is a 7.62 x 51 blank, made at Lake City arsenal in 1975
The second cartridge is also a blank, possibly 7.62 x 54 r. It is machined from solid brass and the base is bored out to take a 9 x 19 blank cartridge. Not sure if this is commercial or something made by a re-enactor.

Sorry, but I don't agree! The first case looks like a 7.62mm NATO blank but weighs heavier at 14g empty, rather than 12g for an empty 7.62 blank case. Also, it doesn't have any crimping and just ends with a slightly rolled in open end as per the second image above. The second case has two shoulders and 'head to case mouth' length of exactly 50mm so not a 7.62x54R. Both are a bit strange, hence my original post.
 
The second was listet in the ECRA Data Viewer as "8/6mm R French Lebel Subcaliber". No more information available.
