It is a latch release cartridge as used by the British Army Air Corps with Scout helicopters firing first generation wire guided SS11 Anti-Tank missiles. I believe they were designed and made by the French. I posted some photos re SS11 about 8 or 9 years ago - if I remember rightly one is shown in one of those. Just type SS11 or Scout. Yours may not be complete. If I remember rightly the thin end should be slightly longer to incorporate another piece of metal. If your thin end is hollow then you are likely missing that part. I think that the small circle near your thin end of your item would have incorporated a shear wire to retain the last piece but please don't quote me on that.
 
Another question ... Does anyone have anything on the AV code on it? I have av as German but I am not sure that's correct in this case.

I don’t think it is a makers code. I think AV stands for AVANT. In French language UTILISER AVANT = use before.

So I have a B in the LOT code ... which I also have as possible French Cie Gènèrale d' electricité Usine de boisthorol or General electricity company Boisthorel factory

Could I be right?
