Looks like a Drill grenade.

It would seem to be a VGM93.800 (ВГМ93.800) training round (выстрел учебный).



As it doesn't seem to have a primer, possibly instructional training, not practice firing training.

УЧЕБНО or учебный is for DRILL/DUMMY
I saw the primer is missing and I only found on entry on google for 93.800 with different color :
