Can somebody ID this please? The block inside is a very heavy solid steel cylindrical block. It came from an EOD scrap bin in the UK.

I've received suggestions of a trench mortar and a Smith gun round, but on confirmed ID as yet.

I have never seen a Smith Gun round with the straps between the fins.
