Unknown T & P fuze

Would anyone know what type of fuze this is? I think it is Belgian but I am not sure.
The upper percussion pellet is missing.
Overall length: 80 mm
Largest diameter: 63 mm
Diameter threaded part: 32 mm
Scale from 10 to 280.
No markings.

I only know one fuze scaled to 280, a swiss fuze for 12cm shrap 1882 but not exactly same shape

Both have Rubin Design (Director of Swiss Ammunition Factory Thun).

P. Jaeggi is listing your fuze as experimental double action fuze ~1890. But I must add that Rubin/Fornerod or Krupp/Rubin constructed fuzes were also used/made in license in foreign countries like Serbia for example.

Yep, Krupp Rubin 1891 (only one time ring and simple action) was also describle in Manuales Soler, Artificios de Fuege de Guerra. A lot of mechanism were describle inside
A T and P fuze Krupp 1894 used the same mechanisms but not the same external sight
