R-3 fragmentation bomb rack - any info?

I found this photo in Aerofax Datagraph No. 008 F-89 Scorpion



It looks like non-droppable cluster dispenser. It is probably the same on this picture of F-86 from National Museum of USAF:

(on the ground under the wing behind the HVARs).

Searching in internet, I found in Google Books an National Guard Bureau Manual - a kind of manual list, I think, where same about this are mentioned:
