15cm Fuze ID

Very similar in construction to the British number 106, the picture above is of a fuze marked " V.A.D 3/31 15c/m Hb PARTIJA No 3". So made by Vickers in 1931 and to be used with 15cm shells. But what country and type of shell? Comments appreciated. TIA
