Uniform ID needed

I bought a box of books, photos, postcards and old letters. The letters are from 2 unrelated (?) sailors, one from USS Saratoga in mid 1970's and the other from USS Achernar from early 1950's. The bin also had this loose photo. May someone ID man's uniform? It does not look Navy to me.
