Daft question, but is there any way of distinguishing whether this is a British piece, or Canadian/American? Also, is it for 4.5 shells?

Likely a British gauge. J T Lowke and Sons, Northampton are listed as making jigs and gauges for 4.5-inch shell.

Wonder why nobody bought it? If it were a German tool I would have immediately bid on it. At least here such tools are very hard to find.
