brass thingy

came with some stuff that was picked up in france.solid brass has EOC 1V stamped on it(elswick ordnance company)?

This looks like a Tube, vent-sealing, Friction T Mk 1V to fire bagged charges in artillery guns from 1900.
A lanyard was attached to a loop at the cut-out end.
