British pistol flare

The 'Proof' round is for testing the pistol at manufacture to ensure it is safe for use
The first cartridge is made by 'IFS/C' - International Flare Signal Co. Canada. The parent company was in Tippecanoe City, Ohio. I've been unable to find a Canadian address for them and wonder if they if they ever did have premises there, as Tippecanoe is only about 100 Km from the Canadian Border.
The second case, head stamped 'J.P. & S' - James Pain & Sons, Mitcham, Surrey.

Yes, it is usually loaded with an inert projectile may be sometimes also only a certain weight of lead shot. All Proof cartridges have a much higher propellant charge (overpressure load), so they may be very unhealthy to fire out of hand.
