It reminds me of a German Rocket Assisted shell. There was a 12.8cm version

See page 272 of German Artillery of World War Two by Ian Hogg.
 
I agree with glevum, I think it is a scaled down version of the HE shell for the 28 cm Railroad gun K5 (E). These projectiles were pre-rifled with angled splines along the body. These splines were aligned with the guns rifling before firing. There was a rod with pd-fuze covered by a ballistic cap. The central hole in the base is for a tracer and both other holes are for the rammer.

That picture your posted, is it for the 280? The diameter shown is 302.6 for the body. Dod they have a 300+ gun?

Joe,
The diameter of 302,6 mm was taken on the outside of the splines/ribs. The diameter of the shell body was 282,6 mm.
