Sebastian, it is an armor piercing high explosive projo. They had the holes around the ogive for the dye to mark the water. The cap on your photo crimps on the main body much lower than on the TP.
It looks like someone has already used a small shaped charge on the side, near the base, to confirm live/empty. About 18 inches down from the nose, in the shadow, you can see the spanner hole to unscrew the windscreen.
