Saw this item today at a local store. Could it be ordnance related?

Very heavy. 30 kg.

In case dimensions:

Calibre: 224 mm

Hight: 540 mm

Rim: 257 mm

If it's a case it looks unfinished, had a few over the years, although not that big!
 
I have a case that is similar in construction, marked as a drill for the 4.7" / 120mm AA (M73 projo). No dummy fill, just extra thick brass.

An inch or so inside the neck it is partially capped off (2" opening in the center), apparently so no one drops the projectile inside.
