Check the maximum diameter (i.e. the ends), If it is 81 mm then it's a Stokes explosive bomb. If it's about 106mm it's a Stokes smoke or chemical bomb.

Sounds like a "3-inch" HE Stokes bomb. All you need now is a fuze and you're all set.

Smoke shell or training shell ?
It is a smoke shell. It has a thin, I believe zinc or lead, band around the holes. It melts off with the heat from the smoke mixture. I have pictures of this item, but it will take me some time to dig them up. I have never seen a real one of these. I have seen the Livens versions though.
