Nato meeting / a new weapon appears today

I can't get the video to play. Can someone give a quick summary of what this "new weapon" is?
 
There is a view of a policeman in a vehicle with what looks like in his hand a pistol? another shows several police in riot gear carrying grenade vests bristling with CS or Smoke grenades, nothing of any new weaponry that i could see.
