    it's silicon foam coated with graphite for
    barrel lubrication. This is an experimental
    round made in Germany.

    so was the proposed idea to help lubricate the barrel in combat situations ,instead of stopping to clean the barel you put one of these through and carry on fighting

    no it was developed for Urban Crowd control.
    Most of the recent experiments on 40mm munitions
    are based on non- or less lethal.

    These munitions are going to be obsolete in several
    years. The 40mm projectile fits into the eye socket
    and is thereby lethal! Several recent accidents are
    the reason for this change.
