Soviet 23 X 115 MIG-23 shells

Have had these, still packaged, for quite a while. Just pulled them out to display and noted the slips of paper inside each hull. I have more of them, but these two are the only ones with the "note" inside. Would appreciate an interpretation. Thanks.

Seems this was a label for the airport security or the like.
