Maker monogram "WOC" on early No. 80 fuze?

Hi, could someone please tell me who the maker is with an intertwined "WOC" (see my sketch below) on a No. 80 Mk 1 fuze?
I have fuzes with "VSM" Vickers, and "EOC" Elswick, but have not seen "WOC" before.

    Thanks,

    Graeme

    Thanks Alpini.

I presumed it was "Ordnance Company" as in Elswick, but "Ordnance Works' works too! So COW it is then.

    Cheers, Graeme
