help on modern hispano color scheme

Does anyone knows what country used this color scheme for 'post war' Hispano projectiles ?
The blue painted fuze seems original, as it appears to have been locked on the projectile by 3 punch marks

    Projectile has a tracer cavity.

    What type of projectile is it? (HE-T ? HEI-T ? Tp-T?)

On the projectile body is an inscription: 21-A
Fuze is marked: HS 142 54

    Thanks.

I think this is a Swiss made projectile. Can anyone confirm this and what the colours mean?
