This is a german "Leinenwurf Rakete DM9" or "DM10".
What diameter has the rocket?
50mm than it is a "DM9", if 70mm than "DM10".
 
The tube is the guide sleeve for the rocket.....so that it is placed on the start device.

Just a little rambling,...
Throwing a cable between two ships for recovery !?!? Why not !
I known that in Belgium they do that with a sort of rifle grenade, so.....

DM9 - throwing a rope over difficult terrain or water, distance 300m
DM10 - throwing a rope over difficult terrain or water and clearing mine fields with mine clearing cord DM21, distance 500m
