I think the fuze is a No 247 allways fuze. I was thinking some kind of early distraction grenade? (the item is inert)

P.S. I can't tell from your photo if there is a vent hole near the top or it is just rust colouration. If it's a vent hole, it's the Practice HE.

It has 8 holes across the top of the body, with black rubber filling them.
