This looks very much indeed as the tail part of a Soviet FAB-50 M2 (1934) (used in the Spanish Civil War)to which a fragmentation body of lesser diameter has been attached. Check the dimensions of the tail to confirm this = the span of the fin part is 250mm (fin tip to fin tip distance across the bomb) and 178mm (distance from fin tip to adjacent fin tip)
It's true, the tails look russian and it's similar to FAB 50 M2 (http://amonio.es/bomba_rusa_FAB_50_M2_M3.htm), but only similar. The cylinder at the bottom of the fins is similar to used for the bomb FAB-100 (http://www.amonio.es/bomba_rusa_FAB_100_SV.htm), but the body es rare and the fuze is unkown.
I'll take more photos and take the dimensions of the tails.
