Unknown Sight

Hi, I picked this up today, is it for a Gun or Mortar. it has no identification, serial or modification plates on either the sight or Bakelite box. engraved on one side is RA 180 and 13 on the locking device.

The sight is in degree's and not Mills, any help would be most appreciated.
