This projectile has VSM markings. Is it Portuguese made? Also, is the brass screw plug on the top a shipping plug?

It is made by Vikers Sons & Maxim in Britain, the top piece is the top of
the fuze, not a shipping plug.

What function does "safety (split) ring" item 3 in picture D perform? To me it appears NOT to allow percussion pellet to slide towards the firing pin and thus NOT to impale itself on the firing pin UNTIL the inertia of hitting the target exceeds the friction between the safety ring and percussion pellet.
P.S. I did find "VSM" on the outer surface of the firing pin

You are correct, the split sleeve holds the percussion element back until the projectile hits, then inertia
overcomes the resistance of the sleeve and the percussion element goes forward onto the fixed firing
pin.

Entire disassembly sequence. What is covering the bottom of the fuse seen in the last picture, looks like paper?
