11 x17.8 Chamelot-Delvigne deactivated inert blank

Believe that this is a 11 x17.8 (Chamelot-Delvigne), manufactured in 3- 1921, by Ecole Centrale de Pyrotechnie de Bourges, France.

I'm not sure if the (3 -1921) indicates batch No3, or March 1921?

The bullet appears to be made from a type of compressed paper or Cork.

Would be grateful for any additional background information regarding this cartridge?

Have now found the following:

Et une cartouche à Blanc que l'on pourrait trouver dans ce paquet, fabriquée à Bourges aussi (3e trimestre {3rd quarter} 1920).

http://www.revolver1873.fr/cartouche-11mm73.php

Making the blank above (3 -1921) manufactured 3rd Quarter 1921.

According to the Handbook of the Infantry Grade of 1925: "case with brass bead, charge of 1 gr.10 of superfine powder for artifices, the false ball, of straw paper, is cylindrospherical".

Apologies for posting when the information was out there on the NET.
