Paint finishing of Projectiles

Are the bases of projectiles like 2 or 6 pounders and other rounds painted below the drive band before the projectile is crimped in the case, just wondered if it was left bare steel or was painted like the rest of the projectile or painted after the round was finally assembled when the markings were applied or were the makings applied before. Was there any type of sealant applied to the case mouth and base of projectile during assembly.
 
I have unissued 2 pounder Naval projectiles that are both painted and unpainted below the driving band.

Cement for cartridge case/shell joint -

R.D.1193B
Zinc Oxide - 4 parts
Litharge Yellow - 4 parts

Linseed Oil, boiled - 4 parts
Rosin - 6 parts

Mix the two sets together immediately prior to use.
