3" US FG or Russian?

Going through my collection today and this item piqued my interest, again. Looking to find out if I can get an answer as to whether this is a US 3" FG round with a MK I PD Fuze or if it is a Russian 76.2mm FG with their variant of the fuze (since they originally came up with it). The round has been US Army Inerted (four holes drilled in the body), stamped "EMPTY" and with a tapped hole in the base for display mounting or for a lamp. I lean to the former. Fuze is lightly stamped with 1916, 3, BSC (Bethlehem Steel Company), and a 1. No other discern-able markings. Base of round stamped around the rim 61 GD-16, WCS and 15. Around the hole are either 9 9 or 6 6. Its crimping groves ALMOST match the crimp marks on a US 3" FG casing and fits inside one. It also fits inside the Soviet 76.2mm x 385mm WWII casing and possibly (with some force and don't want to mess with it) into a Russian WWI casing. Also, the crimping groves match those of a Russian 76.2mm Shrapnel Round. I didn't paint it. Any thoughts?

Never mind. Just ran across the post from frijoles108. Russian it is. You can BARELY make out the Cyrillic GT. Cheers, Bruce.
